Washington, DC - The American Train Dispatchers Association (ATDA) applauds and endorses the introduction of H.R. 8410, the Safe Tracks Act, a bipartisan bill that will require federal oversight of train dispatching control systems. Specifically, the bill requires oversight of the development and operation of such systems, aimed at eliminating software programming errors that currently jeopardize safe rail operations, and endanger the public.
Train dispatching control systems are a core component of rail safety, as they provide continuous information streams to Train Dispatchers responsible for preserving operational safety in real time. These systems currently lack oversight, however, with no comprehensive enforceable federal standards in place for pre-deployment testing, post-deployment performance, or the reporting of system issues by Dispatchers.
This creates serious vulnerabilities, as Train Dispatchers depend on dispatching systems to provide them with consistently accurate and updated information about real-world conditions. When dispatching systems malfunction, lag, crash, or otherwise fail to perform reliably, Train Dispatchers may be forced to make critical decisions with compromised information. Such scenarios present safety risks to both freight and passenger rail operations, including potentially catastrophic outcomes, while also increasing delays and reducing efficiency.
The Safe Tracks Act will address this vulnerability through standards for system testing, inspection, approval, and ongoing review of these safety-sensitive technologies. More broadly, it will establish a stronger framework for the development and implementation of train dispatching technology, while ensuring these systems receive federal oversight consistent with their safety-critical role.

The Safe Tracks Act is led by Laura Gillen (D-NY-04) and Mike Lawler (R-NY-17), with original co-sponsors Jesús 'Chuy' García (D-IL-04) and Michael Rulli (R-OH-06).
